Depends on if you mean dead Riders or civilians? If it's Riders, you're probably thinking of Ryuki. It's basically Kamen Rider Hunger Games, except no one really wins and a it's a complete waste of time. I hate this series about as much as Decade.
Kuuga and Agito, meanwhile had a crazy high civilian death toll, and take out several minor characters, but the main cast make it out relatively unscathed though.
I haven't seen Garo. Was gonna try...I think it was Goldstorm? The one Inoue Masahiro played in recently, lol. But then I heard it wasn't that great, or it wasn't a good jumping in point or something? I dunno. I'd like to maybe watch one though. Unlike Kamen Rider, it's kinda all connected, but I don't really want to try tracking down and watching the ENTIRE thing. I'm pretty happy with my Kamen Rider and Sentai right now too.
